Apparently it is Rulers in Cincinnati prepare the relevant documents.

At Down the Drive, we’re all for it. This will help secure Cincinnati’s annual chance to compete in the college football playoff. It would have been nice to be in this league last year. And this year too.

Time will tell how all of this plays out, but it is clearly a positive move for the Bearcats program.
